The construction planning process rarely gets the attention it deserves, mostly because good planning is invisible when it works. Nobody notices a schedule that holds. What people notice is a schedule that slips — and by then, the planning failure usually happened weeks earlier, quietly, in a resource plan nobody updated or a long lead item nobody chased.
Here’s how that planning process actually works, based on a project where planning had to do more heavy lifting than usual: the Residential Villas Portfolio, nine custom-designed villas built across multiple locations in Pakistan, which I worked on as Project Engineer with Edify Studio between 2022 and 2025.

A schedule is just a document. The construction planning process is what keeps that document honest — the ongoing work of checking whether the plan still reflects reality, and adjusting it before the gap between plan and site becomes a real delay. On a single-site project, this is manageable through regular site walks. On a portfolio of nine villas spread across different locations, it becomes something closer to running several smaller planning processes in parallel, all needing to stay coordinated with each other.
One of the steadiest parts of the planning process is the resource plan — reviewed and updated every quarter rather than left static for the life of the project. On the Villas Portfolio, quarterly resource planning meant regularly reassessing how labor, equipment, and site supervision needed to shift between locations as different villas moved through different construction stages at different speeds. A villa in its finishing stage needs a completely different resource mix than one still at foundation level, and with nine running at once, that mix was never the same two quarters in a row.
This is where a lot of planning processes break down in practice — not because the initial resource plan was wrong, but because nobody revisited it once conditions changed. Treating the quarterly resource plan as a living document, not a one-time forecast, is what kept resourcing realistic across the portfolio.
The schedule itself is built early, but maintaining it is really where the construction planning process lives day to day. That means tracking actual progress against the approved schedule on every villa, flagging any location falling behind before it affects the overall handover timeline, and adjusting resource allocation in response — which loops straight back into the quarterly resource plan above. Planning, scheduling, and resourcing aren’t really three separate tasks; they’re one continuous feedback loop.
Long lead items — materials or equipment ordered well ahead of when they’re actually needed on site — are one of the clearest tests of whether a planning process is working. Order too late, and a villa’s finishing stage stalls waiting on fittings that should have arrived weeks earlier. On a multi-location portfolio, long lead item tracking gets harder specifically because demand from different sites can compete for the same suppliers at the same time, which means the planning process has to account for delivery sequencing across locations, not just a single delivery date per item.
Primavera P6 played a similar role on the scheduling side. Rather than tracking each villa’s progress informally, the schedule for the full portfolio was built and maintained in Primavera P6 — giving a single, structured view of how all nine villas were progressing against their individual timelines, and making it far easier to see exactly where a delay on one location would start to affect resourcing on another.
No planning tool — not a resource plan, not Primavera P6, not a method statement — holds up on its own without the right team executing against it. A plan is only as reliable as the people responsible for flagging when it stops matching reality. On the Villas Portfolio, that meant site supervisors at each of the nine locations who understood the plan well enough to raise a concern early, rather than waiting for a formal review to catch it. A good team doesn’t just follow the schedule — it actively protects it, catching small deviations before they compound into the kind of delay a resource plan can’t easily absorb.
This is easy to underestimate in any discussion of the construction planning process, because planning tools are what get written about — schedules, resource plans, software. But the actual planning process runs through people first. The best schedule in Primavera P6 is only as good as the team’s willingness to communicate honestly when it’s slipping.
Having enough labor on paper isn’t the same as using it well. On the Villas Portfolio, manpower had to be actively balanced across nine locations rather than assigned once and left alone — moving crews toward whichever villa was closest to a critical milestone, rather than spreading everyone evenly regardless of where the actual pressure was. A planning process that accounts for labor in this way treats manpower as something to be actively managed week to week, not a fixed resource set at project start.
A plan is only as good as the materials arriving to support it. Procurement requests raised late, technical or commercial reviews left sitting, or a comparison sheet finalized after the material was actually needed — any of these quietly turn a solid schedule into a slipping one. On a multi-location project, timely procurement matters even more, because a shortage on one villa can trigger a scramble that pulls materials away from another. Keeping procurement timelines ahead of site need, not reacting to a shortage once it appears, is one of the clearest ways planning either holds or breaks down.
A schedule that assumes a subcontractor will be ready exactly when needed only works if that subcontractor was actually finalized well in advance. Late finalization — still negotiating scope or price close to when work is meant to start — is one of the most common ways a plan quietly loses its footing. On the Villas Portfolio, getting subcontractor comparison sheets reviewed and decisions locked in early, villa by villa, meant trades could be scheduled with real confidence rather than a hopeful estimate.
Every planning process eventually runs into a moment where progress depends on someone else’s sign-off — a material approval, a shop drawing, a technical query response. A plan can account for labor, materials, and subcontractors perfectly and still stall waiting on an approval that should have come back days earlier. Chasing approvals proactively, rather than waiting passively for them to arrive, is often the difference between a schedule that holds and one that quietly slips a week at a time.
The real test of a construction planning process isn’t how well it works on paper — it’s what happens when a single-site plan gets stretched across a portfolio. On the Villas Portfolio, that meant the resource plan, the schedule, and the long lead item tracking all had to be built with the assumption that no two locations would move at exactly the same pace, and that resourcing would need to shift between them constantly rather than being fixed once at the start.
Whether the role on paper is Site Engineer or Project Engineer, the planning process itself doesn’t change much in substance — what changes is scope. A site engineer’s planning is usually centered on one location: keeping that site’s schedule, resourcing, and materials on track. A project engineer’s planning process, especially on a multi-location project like this one, has to hold several of those site-level plans together at once, watching for where one location’s delay could quietly affect another’s resourcing.
